1992 Plymouth Laser isn't starting?

We can't figure out why. There's sparks, fuel, timing belt is good. We think it's the battery, but we've charged the battery and it doesn't seem to be helping. We also think it might be the starter but how do we check that? Any advice on making it run good would be appreciated! Thank you!
