Feedstuffs for animals?

feed for animals (cows horses poultry ) it seems is about to rise in price according to my supplier due to the demand from companys that make bio fuel .now would it not be better if those who pay farmers not to grow things on the land ( set aside) to pay them to grow crops for this very purpose ,i do foresee a problem with food in the futre
